垂直管理体制中区县环境监测职能的思考

Environmental Monitoring Function of District and County under Vertical Management System

从确定环境监测工作的重点、技术水平和能力的提升、对外协调机制的建立三个方面阐述了垂直管理体制改革中,区县环境监测站自身职能转变的关键所在,并对影响职能转变的外部条件进行了分析,指出构建统一的监测计划方案制定制度和监测数据上报发布制度,确保环境监测工作的独立性;制定合理的人员管理制度,促进监测人才的培养和队伍建设;推动区县监测机构的整合,优化重组监测资源是实现区县监测站跨越发展的重要外部条件。

The emphasis of environmental monitoring, the promotion of technological level and technical skills and the estab-lishment of external coordination system, these three aspects were taken into account to elaborate the key points of function trans- formation for district and county environmental monitoring stations during the reform of vertical management system. Some external conditions, which affect the transformation of function, were analyzed. To ensure the independence of environmental monitoring, a unified planning mechanism and the data report and issue mechanism should be established. A reasonable personnel management system will promote the personnel training and team construction. That integration of the monitoring organizations in district and county and optimization and reintegration of the monitoring resources are the important external conditions to realize the leaping development of district and county environmental monitoring stations.
