摘要
作为高技术制造业的延伸和现代服务业的高端环节,高技术服务业对于扩大内需、促进产业转型升级具有重要意义。为了测度我国高技术服务业区域发展水平,从基础条件、产业结构、创新投入和创新产出4个维度,构建包含4个一级指标、18个二级指标的评价指标体系;采用因子分析法提取高技术服务业发展水平的主要因子,并利用基于加权马氏距离改进的聚类分析方法对我国各省、市、自治区的高技术服务业发展水平进行综合评价。研究结果表明:我国高技术服务业区域发展不平衡,尤其在产业规模、基础条件与创新环境方面差异明显。据此,将我国31个省、自治区、直辖市(不含我国港澳台地区)的高技术服务业发展水平划分为4个梯队,并分别从政府、各梯队区域内和区域间3个角度提出政策建议。
As the extension of high - tech manufacturing and the advanced part of modern service industries, high - tech service industry, both innovative and high radioactive, plays a significant role in expanding domestic demand and promoting industrial transformation. An evaluation index system that contains d primary indicators and 18 secondary indicators from four perspectives of the basic conditions, industrial structure, innovation input and innovation output is set to maintain re- gional development level of high - tech service industry. Factor analysis is used to extract main factors, and then improved cluster analysis on the basis of weighted Mahalanobis distance is used to carry out comprehensive evaluation on development level of high - tech services of China' s 31 provinces and cities. The result shows that the development level of high - tech service industry is unbalanced, and there are clear differences in terms of industrial scale level, basic conditions and inno- vative environment. Then 31 provinces (Hong Kong, Macao and Taiwan not included) can be divided into four layers. Finally, policy proposals are given from the government, regional and inter- regional angles.
