Method of Project Schedule and Cost Management Based on Activity Performance Analysis

挣值管理方法忽视可交付物质量和工作间的逻辑关系对项目绩效测量和完工预测的影响,存在绩效偏差来源不清和进度度量不直观等问题。考虑可交付物质量及活动的时间特性,提出一种活动描述的元组模型,分析已完工和当前活动的绩效,进而计算路径进度绩效,据此调整项目的关键路径;同时,按照人力资源投入计划将活动分类,根据同类活动绩效预测项目完工尚需的时间和成本。一个移动物流社交网络系统开发项目管理实践验证了改进的挣值管理方法的可行性和有效性,符合项目实际情况。改进的方法适合大型及复杂项目的管理工作。

Earned value management ignores the quality of deliverables and the logic relationship among activities of project in project performance measurement and prediction. So it has problems of uncertain source of deviation, inaccurate perform- anee deviation, unintuitive schedule measurement and so on. Considering time characteristic of activity and quality of deliv- erables, a tuple model is put forward to describe the activity of project. The schedule performances of all paths in project are calculated according to the analysis of current and completed activities performance. On the basis of schedule perform- anees, the critical path of project is adjusted. At the same time, activities are classified according to the human resources plan, and the paper evaluates time and cost to complete in the light of the same activity performance. In development of a mobile logistics social network system project, we use the improved method of earned value management measuring and pre- dicting performance, and the calculated result has shown that the improvement method is feasible and effective. It is also suitable for large and complex project management.
