Regulatory Coherence in TPP:the Impact,Implication and Recommendation

TPP作为美国推动的高标准自贸协定,首次在其中出现的规制协调条款,将贸易规则进一步从边境措施延伸到边境内措施;从针对产品和服务开放层面转为针对国内规制制度层面。本文分析了其对双边、区域和多边贸易规则的影响,并从加强国内规制协调和监管一致性、更好参与国际规制协调规则谈判等角度,提出我国的对策建议。

As a high-standard FTA promoted by US, TPP sets up new rules for trade and investment in Asi- an-Pacific region. TPP is the first FTA that includes Regulatory Coherence Chapter, which further extends the trade rules from border measures to behind-the-border measures, from the openness of products and services to domestic regulatory systems. This paper studies on TPP＇s Regulatory Coherence issue and analyzes its impact on bilateral, regional and international trade rules, and then raise recommendations on strengthening domestic Regu- latory Coherence and participating the international negotiation.
