摘要
结合城市轨道交通运营安全评估课题的研究,对国际上风险管理、可接受风险等概念,以及个人生命风险、社会风险、常见风险的可接受风险标准等做出阐述。文章详细介绍了城市轨道交通如何全面采用风险管理确保运营安全,运用系统安全理论(RAMS、系统生命周期)、工程风险分析与管理技术以确保系统运行始终处于风险管理控制之下,并对在依法、合理的范围内保证城市轨道交通系统运行的人员、财产和环境安全的相关措施提出建议。
Based on the study of operational safety assessment project of urban rail transit, the paper makes a brief description of the international practices of risk management, the level of acceptable risk concept, the acceptable risk criteria of individual life risk, social risk, and common risks. It introduces in-detail the method of full use of risk management in safe operation of urban rail transit, applying the theory of system safety (RAMS, system life cycle), project risk analysis and management techniques to ensure system operation always under the control of risk management. Meanwhile it makes some recommendations on some related measures abiding by laws and within reasonable range to guarantee operation personnel safety, property and environmental safety of the urban rail transit system.
