北京市丰台区社区卫生服务中心突发公共卫生事件应急能力的现况

Current situation of response capability for public health emergency of community health service centers in Fengtai District of Beijing

目的了解北京市丰台区社区卫生服务中心突发公共卫生事件应急能力现状。方法采用横断面调查的方法,对辖区内22所社区卫生服务中心及全部医护人员进行统一问卷调查,内容包括机构设置情况、应急经费及物资储备情况、医护人员构成和应急相关能力储备。结果调查的22所社区卫生服务中心中,有20所设立了突发公共卫生事件应急科室,有9所储备了应急经费。共储备了127种医疗救援类装备,41种传染病控制类装备,中毒处置类装备、核与放射处置类装备和队伍保障类装备共计60件。共有医护人员1 616名,其中公共卫生专业人员85人(5.3%),高级职称人员97人(6.0%)。近5年中,参加过流行病学培训、卫生应急培训、院前急救培训的医护人员分别占86.1%、71.1%、74.5%。共有33.7%的医护人员参加过疫情处置和演练。结论经过多年建设,丰台区社区卫生服务中心应急能力得到了发展和提升,但仍存在不足。今后应继续健全应急管理体系,增加应急经费投入,完善物资储备,加强应急队伍的建设。

[Objective] To characterize the current situation of response capability for public health emergency of community health service centers in Fengtai District of Beijing.[Methodsl By using the cross-sectional survey, 22 community health service centers and 1 616 medical workers were investigated by the questionnaire about organization establishment, emergency funds and supplies, the composition of medical staffs and health emergency response capability. [Results] Among 22 community health service centers, 20 had set up the public health emergency departments, and 9 had reserved funds for emergency. In the community health service centers, there were 127 species of medical rescue equipments, 41 species of infectious disease control equipments, and 60 pieces of equipment for poisoning treatment, nuclear and radiation treatment, and personnel security. Among 1 616 medical workers, there were 85 （5.3%） public health professionals and 97 （6.0%） senior professionals. In the recent five years, the medical workers who have received the epidemiology training, health emergency training, pre-hospital first aid training accounted for 86.1%, 71.1% and 74.5%, respectively. 33.7% of the staffs had participated in the disposal or exercise of epidemic situation. [ Conclusion] After years of construction, the response capability for public health emergency of community health service centers in Fengtai District has been developed and promoted, but there is still room for improvement. It is necessary to continue to improve the emergency management system, increase emergency funds, perfect emergency material reserves and strengthen the construction of emergency team.
