西部脱贫攻坚小康化医疗卫生精准脱贫模式研究

Study on Accurate Poverty Alleviation Model through Health Care in West China

医疗卫生精准脱贫是西部脱贫攻坚小康化一项艰巨繁重的任务。本文根据"十三五"时期西部脱贫攻坚小康化的目标任务要求,在深入探讨医疗卫生精准脱贫的"分析框架、实践基础与政策依据"的基础上,创新构建了一种新型的模式——"西部GASE医疗卫生精准脱贫模式"。这一新型模式能够克服西部"传统医疗卫生扶贫模式"的种种弊端,有助于确保2020年打赢西部脱贫攻坚战,实现西部医疗卫生同步小康化。

Health care accurate poverty alleviation is an arduous and onerous task that alleviates poverty in the western region to implement welfare. According to the targets requirements task to shake off poverty to perform western welfare in the 13th Five-Year Plan period, this paper explores in depth ＂analytical framework, practical foundation and policy basis＂. Then on this basis, the paper creates a new model, called ＂Western GASE health care accurate poverty alleviation model＂. The new model can overcome all kinds of drawbacks in traditional health care Poverty Reducing Model and contribute to ensuring victory of western help-the-poor battle, to achieve western health care synchronous welfare.
