时空信息聚合:“多规合一”信息化研究 被引量:23

SPATIO-TEMPORAL INFORMATION AGGREGATION: THE INFORMATIONIZATION STUDY OF “MULTI-PLAN INTEGRATION”

摘要 "多规合一"工作中的各类基础地理信息、规划成果大多存在于异构的地理信息系统中,且具有多时态、多格式等特征,不利于进行数据共享、数据挖掘等操作,迫切需要实现空间数据的统一规范,共享和处理功能互操作。本文通过研究广州市开展的"三规合一"、"多规合一"工作实践,探讨如何通过高效的时空信息聚合,促进时空信息共享与互操作,推动"多规合一"成果共享应用;同时,结合城市空间管理需求,探讨空间管控的关键内容,合理分配各专项规划中的用地指标,提升城市空间管控水平。 The basic geographic information and planning results of "multi-plan integration" are mostly stored in geographic information systems with different structures and in different tenses and formats, which is inconvenient for data sharing and mining. Therefore, it's urgent to standardize spatial data and realize the inter-operability of sharing and processing. By studying the practices of "three plans integration" and "multi-plan integration" in Guangzhou, this paper discusses how to promote spatiotemporal information sharing and interoperability through the efficient spatiotemporal information aggregation so as to facilitate the sharing and application of the achievements in "multiplan integration". Besides, the paper also takes into consideration the urban space management needs, and discusses the key to space controlling and the rational allocation of land use indexes in various special plans, in order to eventually enhance the level of urban spatial management.
