方案调整与规划指标弹性碰撞中的思考——以某物流园区商务地块方案调整过程为例 被引量:4

摘要 研究了厦门市2011年以后的土地出让条件的新变化,发现:土地出让条件的指标从原来的规定性和指导性变为强制性、限制性和建议性。具体而言,通过对近期的建筑设计方案分析,在土地出让条件调整之后,规划局、设计单位和业主结合新形势在方案调整上做出相应的变化,引入理想开放空间体系,对规划指标的科学性做了思考和探讨。针对厦门最新的指标调整,可以看到规划部门对我国规划现状的不断思考与总结,认识到现阶段建筑设计师的重要作用,并认为建筑方案是城市物质空间规划的重要补充。 By studying the changes in land transfer terms in Xiamen since 2011,this paper finds that the nature of indexes of the land transfer conditions has changed from prescriptive and instructive to mandatory,restrictive,and recommendatory.Specifically speaking,through an analysis on the adjustment of architectural design schemes,it shows that after the adjustment on the land transfer terms,either the planning department,the design institutions,or the property owners have made corresponding changes in the adjustment process of architectural design scheme by introducing an ideal opened spatial system and conducting reflections and discussions on the scientific nature of the planning indexes.From the latest indexes adjustment in Xiamen,we can see the continuous reflections and analysis by related planning departments on the present conditions in China' urban planning.Moreover,the important role of architects at current stage should be recognized,and the architectural design schemes are important supplements to the physical spatial planning.
