中国社会组织“走出去”扶贫问题探析——以社会组织在非洲的扶贫活动为例

On China's Social Organizations' “Going Out”against Poverty——Take China's Social Organizations' Activities in Africa for Example

改革开放以来,中国减贫成就显著,社会组织在其中发挥了重要作用。作为负责任大国,中国应积极支持社会组织"走出去"扶贫,传播社会组织扶贫的中国经验,讲好减贫的中国故事。当前,中国社会组织"走出去"扶贫刚刚迈出步伐、经验不足,还面临资金、管理、社会认同等困境以及法律法规缺失的障碍。对此,政府应该将推进中国社会组织"走出去"扶贫提升至战略高度,加强顶层设计,从资金、制度、能力、平台等各方面予以支持,并积极引导社会舆论,同时培训受援国参与合作的社会组织能力。

Since the reform and opening up,China has made great progress against poverty,in which social organizations played an important role. As a responsible big country,China should actively support the social organizations to go out to reduce poverty out of aboard,to spread lesson of reducing poverty by social organizations,to speak Chinese story of poverty reduction as well. At present,China＇s social organization＇s ＂going out＂against poverty has just started,lacking of experience,also facing trouble such as capital,management,social identity and the lack of laws and regulations. To this,the government should be to promote China＇s social organizations＇ ＂going out＂against poverty upgrading to a strategic height,strengthening the top- level design,from the capital,system,ability,platform support,and actively guiding public opinion,at the same time,training the ability of social organizations which participate in the cooperation from the recipient countries.
