Interpretation on the Policy of China's Teacher Qualification Examination

摘要 文章对国家新近发布的《中小学教师资格考试暂行办法》的政策从参加考试的主体、考试的内容意义、如何建立考试前的教师教育等三个大的方面进行了解读,认为该政策将对中国教师教育体系带来深刻影响,要对两个轨道的教师教育体系进行重构,确立教师教育机构的合法地位,构建育人导向、能力导向、实践导向和专业化导向的教师培养模式。最后从教师教育体系重构、机构合法性建设、政策实施的合理性建设等三个方面提出了建议。 In this paper,the newly released national policy "Interim Measures for Primary and Secondary School Teacher Qualification Exam"is interpreted from three major aspects: the participants,the significance and contents of the exam,and the teacher education before the exam. This research believes the system of teacher education would be impacted deeply by this policy,so it is necessary to reconstruct the two- track teacher education system,to establish the legal status of teacher education institutions,to build teacher education models by the educating oriented,competency oriented,practice oriented and professional oriented. On the basis of interpretation,a number of recommendations on the implementation of this policy have been made.
