中非发展基金是中国政府2006年中非合作论坛北京峰会宣布设立的股权投资基金,旨在鼓励和支持中国企业"走出去"开展对非投资合作,其主要投资领域包括基础设施、产能合作、农业民生和能矿资源四大板块。中非发展基金开业运营9年来,注重支持中非产能合作,其特点主要表现在:直输优势产能,由"中国制造"变为"中非联合制造";以投资促贸易、扩外需,发挥投资引领撬动作用;依托非洲资源禀赋,提升当地农业深加工能力;打造集群基地,构建全产业链配套体系;改善基础设施等硬件条件,破解产能合作和装备"走出去"瓶颈;创新投资开发模式,发挥对非投资引领作用。总体看,中非发展基金通过市场化的股权投资基金运作方式,为实现非洲工业化和经济腾飞提供了投融资支持,推动了中国企业"走出去",有效促进了中非务实合作和互利共赢。习近平主席在中非合作论坛约堡峰会上提出了中非"十大合作计划",中国政府加强了以"三网一化"和产能合作项目为重点的中非投资合作,这是切合中非实际的重大决策。中非基金将进一步发挥对非投资团队、专业经验和平台优势,通过加大产融结合力度推动中非产能合作取得更大成效。

China - Africa Development Fund （ CADFund）, announced at 2006 Beijing Summit of the Forum on China - Africa Cooperation, is an equity fund with the aim to encourage and support Chinese enterprises＇ investment in Africa. The main sectors that CADFund invests include infrastructure, manufacturing, agriculture ＆ livelihood, and energy ＆ mining resources. During nine years of operation, CADFund has attached importance to the industrial capacity cooperation between China and Africa, the patterns of which involving the following aspects： invest in industrial Greenfield projects by turning ＂Made in China＂ into ＂Joint -Made by China and Africa＂; promote trade through investment projects; enhance local capacity of agricultural processing; establish industrial parks to cluster industrial chain investment; improve infrastructure necessary to industrialization by investing in transport, ports, electricity etc. ; innovate modes of project development. Overall, CADFund plays a key role in Africa＇ s industrialization and economic take - off and contributes to the win -win cooperation between China and Africa, by leading and financing Chinese enterprises to invest in Africa. Nowdays, the Chinese government will advance the investment cooperation between China and Africa with the focus on the ＂construction of three infrastructure networks and industrialization in Africa＂ and industrial capacity cooperation, which corresponds to the development needs of both China and Africa.
