摘要 由于具备共同的历史境况、语言和种族渊源,阿拉伯国家区域性智库往往面临着相似的跨国界政策问题。海湾国家的智库经济实力雄厚,文化底蕴深厚,注重搭建知识与权力的桥梁,在推动地区国家对外政策、国民经济、大众传媒与教育等方面发挥着积极作用;沙姆地区国家的智库多属于民间独立机构,它们通过举办专题讨论会等方式,召集持不同政见者,在改革议程的关键点上进行充分交流,进而统一思想,出台一系列备选方案,从而进一步优化政府决策过程;在北非国家中,埃及智库的国际化程度较高,尤其注重与世界各国智库和研究机构保持密切往来,而马格里布联盟国家的智库关注地区局势,注重区域研究。总之,阿拉伯智库都以服务于国家利益为目的,将基础研究与对策研究相结合,通过建立有效的沟通互动机制,为阿拉伯国家政府的决策提供智力支持和政策建言。 Arab think tanks Due to the common historical situation, languages and related races, often face similar issues. They have good economic situation, profound cultural background, and focus on building bridges between knowledge and power, playing active roles in promoting regional countries' foreign policy, state economy, mass media and education. Most of the Sharm think tanks are in independent institutions, and through conferences and meetings, they make full exchange on the key points of the reform and unify their thoughts in order to optimize the government decision - making process. In North African countries, Egyptian think tanks have close contacts with counterparts in other countries. Regional situations are the main concern and research content of the governments by Maghreb think tanks. In short, the Arab think tanks serve their means of intellectual support and politic suggestions.
