建立规范涉企收费的长久机制研究

The basic reason about the arbitrary charges have not solved longtime and the construction of long-term mechanism

本文认为涉企乱收费的根本原因,主要体现在信息不透明、竞争不充分、协商不平等、政策不配套、监管不完善等五个方面。针对涉企乱收费的原因,借鉴国内地方探索实践有益思路及经验,本文建议从透明收费机制、合理竞争机制、平等协商机制、政策落实机制、监管和执法能力建设等五个方面,提出建立健全管长远的制度化安排。

This paper considers The basic reason about the arbitrary charges have not solved longtime mainly reflected in the information opaque, insufficient competition, ne- gotiation inequality, supporting policies and regulation is not perfect in five aspects. In the situation and the reasons of the arbitrary charges problems, probe into the prac- tice of useful ideas and experience based on the mainland side, this paper suggests from the transparent charging mechanism, a reasonable mechanism of competition, equal consul- tation mechanism, policy implementation mechanism, supervision and law enforcement capacity building five aspects, the establishment of a sound tube long-term institutional ar- rangements.
