The Empirical Study of Regulations on Government Information Publicity——Taking Annual Report of Inner Mongolia Governments Information Publicity as Samples

"政府信息公开年度报告"作为考察和研究政府信息公开的重要文本依据,据此可洞察一个地区《政府信息公开条例》的实施情况。通过对历年年度报告的研究发现,内蒙古自治区实施《政府信息公开条例》已取得较显著的成绩,但在实施中仍然存在一些问题,如政府信息公开的时效性不强、规范性不够和透明度不高,缺乏明确有效的公众参与和监督机制等。因此,我们在实践中应当加强政府信息公开的时效性、实用性、便捷性;合理规范政府信息公开的内容和程序,并增强其透明度;建立健全有效的公众参与和监督机制。

Annual Report of Government Information Publicity is the literature basis to investigate and research the govern- ment information publicity work and hereby thoroughly examine the implementation of Regulations on Government Information Pub- licity. It is found by examining the annual reports over the years that Inner Mongolia Autonomous Region has achieved significant results in the implementation of the regulations. However, there still exist some problems in the process of implementation such as the weak timeliness, less regulation and transparency and lack of clear and effective public participation and supervision mecha- nisms. Therefore, we should strengthen the timeliness, practicality, convenience of government information publicity; reasonably regulate the process and contents of information publicity and enhance its transparency; and build an effective public participation and supervision mechanism.
