On Democratic Governance and Law-based Governance

以民主执政、依法执政为基本方向,改革和完善党的领导方式和执政方式,是我们党肌体健康、长期执政的根本途径。党的领导和执政的实质,是支持、保证、组织、动员人民当家作主。民主执政,要求尊重人民的主体地位,理顺党委与人大、政府和社团组织的关系。依法执政,首先是依宪执政,要求制定、完善关于党执政的法律,为党的各种执政行为提供具体而详尽的实体和程序规范。民主执政和依法执政,是强化权力监督与制约、形成科学的权力结构和运行机制的关键。

The primary way to maintain the health of and long-term ruling by the CPC is to keep to democratic governance and law-based governance, and reform and improve the Party＇s style of leadership and governance method. The leadership of and ruling by the Party is essentially to support the people in being masters of the country and provide guarantee for that. Democratic governance requires respect for the people＇s primary role, and calls for straightening out the relationship between the Party committees, the people＇s congresses, the government and the social organizations. In the first place, law-based governance means to govern in accordance with the constitution and calls for the formulation and improvement of the laws on the Party＇s ruling, providing detailed statutory and procedural regulations for all kinds of governance acts of the Party Democratic governance and law-based governance are the key to strengthening the oversight and control of power, and forming a scientific power structure and operational mechanism.
