水文巡测区划分和巡测管理探索——以吉安市水文为例 被引量:1

摘要 随着经济社会快速发展,防汛抗旱、最严格水资源管理、水生态保护等方面对水文提出了更高的要求,但水文监测作为水文工作的基础,与经济社会和水文事业的发展仍存在许多不相适应之处.因地制宜合理划分巡测片区,合理整合人力物力资源,加强水文基地管理,大力推进水文巡测工作,是切实践行"大水文"发展理念,全面落实水利部关于深化水利改革发展的决策部署,提高水文监测能力的必然要求,有利于水文工作更好地立足水利,服务社会.本文根据吉安水文基本情况,进一步论证了水文巡测的必要性和可行性,进行了水文巡测区划分,初步探索了巡测组织管理模式. With the rapid economic and social development, it is asked for higher request of flood control and drought re-lief, the most strict water resources management of hydrology, water conservation and other aspects. However, as the base of hydrological business, hydrologic SUlwey still has many incompatible that can not follow the development of economic so- ciety and hydrological cause. According to reasonable division patrol measuring area, a reasonable combination of human and material resources, to strengthen the management of hydrological base, vigorously promote hydrologic is earnestly prac- tice "hydrology" development concept, the full implementation of the Ministry of water resources on the deepening of the reform and development of water conse]~ancy decision to deploy, the inevitable requirement to improve the monitoring ca- pacity of the water, there are easier for the hydrologic work based on water conservancy, serve the society. In this paper, according to the basic situation of hydrology in Jian, further demonstrates the necessity and feasibility of hydrological survey, the hydrological survey area is divided into preliminary exploration of the inspection organization and management model.
