中国城市全要素生产率估算与分析:2000-2013 被引量:32

摘要 使用随机前沿分析方法和DEA-Malmquist指数模型测算了中国255个地级市2000-2013年14年间的全要素生产率大小及对其变动进行分解,分析其动态变化及其影响因素。研究发现,2000-2013年间,城市的全要素生产率指标基本都呈现出下降的趋势,用DEA模型得到的Malmquist生产率指数平均下降2%左右,这主要是由技术效率下降而导致。其中,纯技术效率和规模效率共同对全要素生产率起着拖累作用。在对全要素生产率及其技术效率的影响因素进一步分析后发现,其具有明显的滞后效应。地区差异、对外开放程度、外商直接投资比重以及政府科研资金的投入比重都对全要素生产率变动有正向影响,而对技术效率的影响不显著。同时实证结果表明,中国大部分城市还处在投入驱动型的经济增长模式,而对于整体资源与技术的利用效率普遍较低。 In this paper,the stochastic frontier analysis method and the DEA- Malmquist exponent model are used successively to measure Total Factor Productivity of 255 prefecture- level cities out of 22 provinces and 4 autonomous regions in China as well as decompose its movements,analyzing dynamic changes and influencing factors of TFP. According to our conclusions,during the period from 2000 to 2013,an overall downward trend of TFP fundamental indicators is observed while Malmquist productivity index estimated by means of DEA model reduced by2% in average,which is mainly resulted from a decline of Technical Efficiency. Particularly,pure technical efficiency and scale efficiency together have an encumbering effect on TFP. A further analysis into TFP and its influencing factors reveals that the latter has an overt lagging effect. Regional differences,degree of opening up to the world,the proportion of foreign investments and input ratio of scientific research funds by government exhibit a positive effect on TFP while the effect is not noticeable in terms of Technical Efficiency. Furthermore,through empirical study this paper arrives at the conclusion that a majority of cities in China are stranded in driven economic growth model,with low utilization efficiency over integrated resources and technology.
