摘要
通过对公立医院补偿强度进行多视角研究发现,即使在"政府对公立医院投入不足"的局面下,公立医院依然可能出现"营养过剩"的问题。应制定适度并可执行的财政补偿政策,制定合理、有效的税收返还和转移支付制度,放宽社会资本办医融资政策,适当转移土地补偿政策,注重医院软实力建设和加快推进人事制度改革等。
Through multiple perspectives on the compensation intensity of public hospitals, it is found that even in the situation of insufficient investment in public hospitals from the government,the public hospitals are still likely to appear the problem of excess nutrition. Appropriate and enforceable fiscal compensation policies should be formulated, reasonable and effective tax return and transfer payment system be established, social capital be relaxed to do medical financing policy, land compensation policy be appropriately transferred, the construction of hospital soft power be paid attention and the reform of the personnel system be accelerated and so on.
