承包地经营权流转中市场与政府的协同:理论与实证

The Coordination between Market and Government in the Transfer of Contracted Land Management Rights:Theoretical and Empirical Analysis

研究目的:探究承包地经营权流转中的市场与政府协同的必要性及其机制。研究方法:综合分析与实证分析相结合。研究结果:承包地经营权流转不是一个单纯的经济行为,需要市场与政府的协同,来解决流转双方交易动机错位问题、优化流转环境和促进流转的稳定。研究结论:加强相关法律法规建设,为经营权、债权的物权化提供法定依据;完善农村社会保障体制与优化城镇化环境并举;健全农业金融服务体系,逐渐减轻流转中的财政负担;把流转信息平台构建作为政府扶持的重要切入点;培育多元现代农业经营主体,创新土地整治综合运行机制;加强村集体经济组织建设,发挥村组织在市场与政府协同中的桥梁作用。

The purpose of this paper is to explore the necessity and mechanism of market and government coordination in the contracted land management rights transfer.The research methods were comprehensive analysis and empirical analysis.The results indicate that contracted land management rights transfer is not a simple economic behavior which needs the mutual cooperation of market and government to form a joint force,so as to solve the motivation dislocated problem of the parties,to optimize the transfer environment and to promote transfer stability.The conclusion is that improving the relevant laws and regulations,providing legal basis for converting creditors＇ rights into real rights; improving rural social security system and optimizing the urban environment simultaneously.Additionally,agricultural financial service system should be completed.The financial burden of circulation should be gradually reduced.The transfer information platform construction should be taken as an important starting point for government support.We should cultivate multiple modern agricultural enterprises and strengthen the construction of village collective economic organization which can play the connecting role in the coordination of market and government.
