摘要
1929年8月,国立北平图书馆与北平北海图书馆合组,成立新的国立北平图书馆,同时建立了比较完善的委员会制度.国立北平图书馆委员会是该馆的最高决策机构,其职权范围包括制定馆务方针、人事管理、财务管理等所有重要方面.该委员会顺畅而有力地运作了8年,为该馆在20世纪30年代的事业大发展提供了坚强保证.直到抗战期间,该委员会仍对该馆重大事务起着决定作用.国立北平图书馆委员会在制度和人事两个方面,对我国当前建立图书馆法人治理结构有很强的借鉴意义.
The Committee of National Library of Peiping was founded in August 1928. It was the su- preme decision-making body of the National Library of Peiping, and its functions and powers ranged from making planning, personal and financial affairs to all the other important aspects. The committee run smoothly and strongly for eight years, and greatly supported the development of the National Library of Peiping in 1930s'. Even in the Anti-Japanese War, it still governed on all the important affairs of the librar- y. The management and personal system of the committee is valuable resource for the implementation of the corporate governance in public libraries in China at present.
