全球经济治理中制度性话语权的中国策

China's Strategy of Institutional Discourse Power in Global Economic Governance

全球经济治理语境下制度之争已成为大国博弈的主要范式。当前布雷顿森林体系的制度垄断地位因不断崛起的新兴经济体而受到冲击,出现了新的权力分配格局。在新兴经济体改革布雷顿森林体系并创新治理机制的情势下,传统霸权国家亦通过WTO内部的"俱乐部"合作及外部的FTA缔约而试图重塑国际经贸规则。中国未来需理性设定全球经济治理制度性话语权提升的目标,向国际社会提供代表中国"共同发展观"的制度公共产品,并通过对既有多边制度的维系及创新话语机制的方式逐步取得全球经济治理下制度性权力的突破。

The competition for the control of international rules in the context of global economic governance has become the center of the gaming of big powers. The dominant status of the Bretton Woods Institution by US has been threatened by the rise of the emerging economics. When the emerging economics reform the Bretton Woods Institution and develop new mechanisms for governance, the original hegemonic powers also try to amend the international economic rules by building ＂clubs＂ inside the WTO and signning regional FTAs. To enhance the institutionalized power of discourse, China needs to set up an objective rationally, providing the rules reflecting China＇s value of ＂common development＂, and defend the multilateral institutions and innovate new mechanisms for discourse to make breakthroughs.
