面向规划管理的城市设计导则编制思路与实践——以山东省威海市东部滨海新城为例

Urban Design Guideline For Planning Management: Weihai City, Shandong Province

城市设计的主要目的是构建一个城市未来发展的蓝图,但由于不具备法律效力,其成果蓝图也常常面临难以实施的局面,因此需要通过城市设计导则的形式来落实设计理念,实现规划预期目标。文章以山东省威海市东部滨海新城为例,对面向规划管理的城市设计导则编制思路与方法进行了探索,提出基于解决实际规划管理问题的控制要素、对接法定规划的控制框架、新城层面的通则控制体系以及单元与地块层面的导则控制体系等,以期促进城市设计与法定规划体系的衔接,实现城市规划的精细化管理。

The outcome of urban design is a blueprint of a city＇s future, but is difficult to realize since it is non-statutory. The paper takes Weihai coastal new city as an example, studies the compilation of urban design guideline, puts forwards control elements and framework, general control system, and unit and parcel control system, to improve connection of urban design and statutory planning system, and realize detailed planning management.
