基于卓越框架(REF)的英国大学科研质量拨款模式及其启示

The Quality-Related Research Funding Model Based on the Research Excellence Framework(REF)of British Universities and Its Enlightenment

公共财政是当前许多大学开展科研事业的重要资金来源,而如何将有限的财政资源在大学之间进行合理有效配置就成为了一个重要问题。英国大学的科研实力和国际竞争力享誉全球,英国大学的卓越科研绩效很大程度上得益于政府基于科研质量评估的经常性科研拨款模式。2014年底英国高等教育基金委员会公布了高校科研卓越框架（REF）的首次评估结果,并以此分配2015~2016学年度大学经常性科研经费。文章探讨了英国科研卓越框架评估体系的创新特征,重点分析了基于REF评估结果的科研质量拨款模式及其具体操作,在此基础上提出了我国高等教育可以借鉴的经验。

Public finance is an important source of funds for the development of scientific research in many universities;therefore it becomes an important issue of how to allocate these limited financial resources among universities.British universities are well known in the world for their scientific research capabilities and international competitiveness,and the excellent research performance greatly depends on the recurrent scientific research funding pattern based on the research quality evaluation.At the end of 2014,UK Higher Education Fund Committee announced the first assessment results on the REF,and allocated the recurrent research funds based on these results for the 2015~2016academic year.This article discusses the innovation characteristics on the evaluation system of REF,analyzes the quality-related funding pattern based on the REF,and provides some referential experience for Chinese higher education.
