宁化县贫困空壳村村财增收的实践探索与思考

Exploration and thought on the financial income increase of poor village in Ninghua County

宁化县是福建省扶贫开发试点县,有贫困空壳村74个。该文阐述了宁化县实施"五促三保",整合、盘活、转化村级涉农资金、资产、资源,推进贫困空壳村村财增收,并提出化解村级债务、增强干部能力、加强"三资"监管、狠抓责任落实、强化部门协作等对策和建议。

Ninghua,as the pilot poverty alleviation county of Fujian,currently has 74 poor villages. In this study,we introduced the＂Five promotion and three guaranty＂policy,and how to integrate,revitalize,and transform the agriculture-related fund,assets and resources to increase the financial income of the poor villages in Ninghua. Meanwhile,the corresponding countermeasures and suggestions were proposed on how to reduce the debt of the village,strengthen the ability of cadre,increase the supervision on ＂fund,assets and resources＂,concentrate on the responsibility implementation,and promote cooperation among departments.
