摘要
基于执法者监管运输者货运超限超载的角度,以博弈论为基础,通过构建超限超载监督检查博弈模型,运用不完全信息动态博弈方法,分析了超限超载监管博弈模型中执法者和运输者两个利益主体之间的博弈关系,进而得出执法者通过提高监督效率、降低监督成本、加大处罚力度来促使运输者按照政府制定的法律法规进行常规的公路货运,最终实现双边共赢。在模型分析的基础上提出了改善运输企业超限超载监管的建议,以避免企业货运过程中超限超载。
In this paper, from the perspective of a law enforcer, and on the basis of the game theory and using the incomplete information dynamic game approach, we analyzed the game relations between the law enforcer and the cargo shipper-two stakeholders in the dimension/load violation game model and arrived at the suggestion to achieve the win-win for the two. At the end, on the basis of the model analysis, we proposed the suggestions to improve the dimension/load supervision on the shipping enterprises.
