新医改鼓励发展社会办医、探索混合所有制医疗机构,在此背景下,需要对公立医院的定义作出明确界定,从公立医院的举办目的、举办主体、运营管理等角度提出可操作性的定义,并在此基础上提出公立医院的功能定位及其保障机制。
With the new health care reform encouraging socially-run medical and the mixed ownership of medical institutions. It is necessary to put forward operable definition of medical hospital from the perspectives of purpose, the organizing body and operation management. And on the basis of this, the paper puts forward the function orientation and security mechanism of public medical institutions.
