阅读立法保障下的全民阅读体系建设研究--以南京市建设“书香金陵”为例

Research on the Construction of the National Reading System under the Legislation of Reading——Taking the Construction of "Scholarly Jin Ling" in Nanjing City for Example

为了推动全民阅读工作的快速发展,更好地引导市民的阅读行为、保障市民的阅读权益,将南京市打造成一座书香四溢的历史文化名城,课题组对南京市民的阅读状况进行调研和分析。结合市民的阅读需求以及地方阅读工作的开展情况,提出并论证了由政策保障、推广主体、参与主体、推广客体、推广对象等要素构成的"书香金陵"全民阅读体系框架,并对进一步推动"书香金陵"的建设与发展提出若干建议,这对于全国其他省市地区开展全民阅读推广工作也具有重要的参考意义和借鉴价值。

In order to promote the rapid development of national reading work, guide people＇s reading behaviors, safeguard public reading interests, and create Nanjing into a scholarly-overflowing historical and cultural city, the research group has conducted survey and analysis on the status of reading of public in Nanjing. Combined with the reading needs of the public and the development of local reading tasks, this paper proposes and proves the frame system of national reading named ＂Scholarly Jin Ling＂ constituted by policy guarantee, promotion subject, participation subject, promotion object, promotion target, and puts forward some suggestions on the construction and development of national reading work, which have an important reference significance and reference value for the national reading promotion work in other provinces and cities in China. 1 fig. 20 refs.
