摘要
随着全球化进程的发展,PISA正扮演着全球教育治理的角色。其实施全球教育治理的路径表现在三个方面:通过扩大评估范围以测量更为广泛的技能和能力;通过增大评估的规模以覆盖更多的国家和学校;通过增强解释力为政策制定者提供更有说服力的证据。PISA对各国教育产生的影响主要表现在树立兼顾公平与质量的标杆效应,推动各国设置或修订课程标准,促使各国更加重视绩效目标。PISA存在的问题包括过于强调教育的经济功能,助长教育政策急功近利的风气,忽视各国社会文化背景的差异。
PISA is now playing the role of global educational governance with the development of globalization. The path to global educational governance of PISA lies in three aspects: widening the scope of the assessment to measure a broader set of skills and competencies ; increasing the scale of the assessment to cover more countries and schools; enhancing the explanatory power of the assessment for policy makers. The impacts of PISA on education mainly in establishing equitable and quality benchmarking, pushing countries to set or revise curriculum standards and promoting greater attention to performance goals. The problems of PISA include too much emphasis on the economic function of education, encouraging culture of quick success and instant benefit on education policy, and ignoring the differences between countries in the social and cultural background.
