大学外部治理是社会治理体系中的重要组成部分,在国家治理现代化背景中的大学治理具有重要的战略意义和丰富的内涵意蕴。大学外部治理承载着社会多元共治的价值诉求,其中,法治诉求是保障,民主诉求是基础,正义诉求是目标。为此,基于社会治理的复杂性特征和大学"善治"的目标愿景,要实现和谐共生的大学外部治理结构和正义高效的治理机制,高校管理者应当通过"依法治教""社会协同""内生外促"等实践路径,有效促进大学治理体系和治理能力的现代化。

University external governance is an important part of university governance structure, which has important strategic significance and rich connotation in the context of the modernization of national governance. University governance includes internal and external governance. External governance carries the val- ue appeal of social multi-governance, in which legal appeal is the guarantee, democratic appeal is the base and justice appeal is the goal. Based on the complexity of social governance and goal of ＂good governance＂ of university,in order to realize harmonious external governance and the efficient righteous mechanism, university administrators must promote the modernization of university governance system and governance capacity through ＂administration according to law ＂, ＂social participation＂ and ＂internal and external cooperation＂ and other practical approaches.
