基于惩罚型变权的低丘缓坡开发建设适宜性评价——以重庆市两江新区为例 被引量:5

摘要 为了解低丘缓坡土地利用现状和存在的问题,探讨低丘缓坡开发建设的可行性,缓解城镇扩展和耕地保护之间的矛盾,以重庆两江新区为例,选取自然生态适宜度、经济社会适宜度2个维度13项指标,引入惩罚型变权理论,探讨低丘缓坡评价指标的权重修正方法,构建集"基础权重设定"、"权重修正"、"层次分析"等于一体的综合测度模型.结果显示:研究区西南部经济发达且自然环境基础好,低丘缓坡普遍适宜于开发建设;东北部低丘缓坡分布广泛,因生态环境脆弱、生态保护任务重,开发建设适宜性较差.研究表明,基于惩罚型变权的综合评价方法能有效进行适宜性评价,评价结果更客观. Conducting the research is for ease the contradiction between urban development and cultivated protection effectively, consulting the current situations and issues on land use of gentle hill objectively. This study selects 13 indexes from two dimensions, natural ecological suitability, economic and social suit- ability, and takes Chongqing Liang Jiang New Area to conduct empirical research, introducing punitive variable weight theory in order to composite evaluation model contained "basis weights set", "Weight Correction", "AHP" by discussing the correction method of weights about evaluation index. The result shows that a good foundation of economic development and the natural environment are suitable for the develop- ment and construction generally in the southwest region of research area, and northeast region of gentle hill distributed widely, due to the fragile ecological environment and ecological protection task, development and construction of suitable poor. Research result shows that comprehensive evaluation method based punitive variable weights can effectively carry out development and construction suitability evaluation, so that the evaluation more scientific and objective, scientific gentle hill reserve land resources rational development and efficient use.
