我国区域公共文化场馆绩效评价研究——以中部地区八省为例

Appraisal of the Our National Regional Performance of Public Gallery:Taking Eight Provinces in Central Regions as the Example

公共文化场馆的投入产出效率直接影响着人民群众的文化生活,关系着社会主义文化大发展大繁荣的实现。文章借助加权量化评分法,对我国中部地区八省2009-2014年"三馆一站"的绩效情况进行区域性研究,发现中部地区公共文化场馆绩效处于中等水平;近年绩效呈小幅波动增长趋势;中部地区八省绩效排名相对值较为稳定,绩效得分绝对值变化较大;省域发展不均衡,河南省绩效最优;省域公共文化投入差距较小,产出成为影响绩效的关键因素。为克服发展中的难题,亟需以效能为导向,建立公共文化场馆绩效考评机制。

The input and output efficiency of public cultural gallery directly influence peoples cultural life and closely relates to the actualization of grand development and prosperity of socialist culture. In this paper, we study the performance condition of three galleries and one station during 2009 -2014 in eight provinces in central regions through means of weighting and quantization. And we find that the performance of public cultural galleries in central regions is average, and has little growth in recent years. The relative value of performance ranking of the eight provinces in cen- tral regions is comparatively stable, and the absolute value of the performance score has comparatively great changes. There is imbalance among different provinces in performance. In order to overcome the difficult problems in develop- ment, there is a must to establish the appraisal system of the performance of public cultural gallery oriented by effec- tiveness.
