摘要
目的了解北京市村级卫生人力资源配置现状,分析目前村级卫生人力资源配置存在的问题及成因,并提出相关对策与建议。方法采用目的抽样的方法,对M县3个乡镇的21名村干部、21名村医以及42名村民进行实地观察并访谈,对访谈结果进行定性分析。结果 "村民自治"环境下,村级卫生人力资源配置存在数量上后续不足、质量上水平不高、分布上布局不合理、身处医疗卫生体制外、收入较低以及行医风险较大等问题。结论应拓宽多种收入补偿机制,保障村医经济权益;加强后备村级卫生人员的培养,完善流动机制、拓宽职业晋升渠道及执业风险分担机制,解决村医的后顾之忧。
OBJECTIVE To understand the status of health human resources allocation in Beijing, analyze the problems and causes ofvillage health human resources allocation, and put forward relevant countermeasures and suggestions. METHODS Using the method ofobjective sampling to observe and interview 21 village cadres, 21 village doctors and 42 villagers in 3 villages and towns, and the re-sults were analyzed qualitatively. RESULTS Under the environment of "villager autonomy", village health human resource allocationexist number of follow-up questions, the quality level was not high and distribution layout was not reasonable, outside the health caresystem, lower income and higher risk practice and on. CONCLUSION It should broaden the variety of revenue compensation mecha-nism, protect the interests of village economy, strengthen the reserve of village-level health staff training, improve flow mechanismand broaden the channels of career advancement and professional risk-sharing mechanisms, solving village's worries.
