公众参与高速铁路建设对于推动实现服务型交通运输管理模式、降低政府决策风险具有重要意义。在阐述高速铁路建设中公众参与所存在的缺乏透明的信息公开机制、缺乏健全的法律保护机制、缺乏互动机制等内在困境的基础上,提出加强公众参与高速铁路建设的途径,即建立完善的信息公开程序,建立并完善公众参与的制度和程序,培养公众的参与意识,建立公众、专家和政府之间积极的互动决策模式。

The public participation in high-speed railway construction has an important meaning in promoting the realization of service-oriented transport management and reducing the risk of government decision-making, Based on expounding the internal difficulties in the public participation, such as lacking of transparent information disclosure system, complete legal protection mechanism and interactive mechanism, this paper puts forward the approaches of strengthening public participation in high-speed railway construction, including establishing perfect information disclosure process, establishing and improving public participation system and process, culturing public participation consciousness and establishing a positive interactive decision-making mode among public, experts and government.
