摘要
近年来,交通拥堵逐渐成为影响城市交通系统正常运行的最重要要因素。尾号限行作为一种政策性管理措施,能够在短期内大幅削减车辆出行,从而缓解城市道路过于拥堵的现象。但是,这种政策如果长期实行将对社会经济、产业经济、居民生活产生一系列的影响。用尾号限行政策作为实例,分析交通政策对交通拥堵的改善和社会经济的发展的关系,提出了基于物元法的交通政策评价方法,为管理者制定更加有效的综合管理政策提供新的思路。
In recent years, traffic congestion has gradually become the most important factor that affects the normal operation of urban traffic system. Tail number limit line, as a policy management measures, can significantly reduce the number of vehicle travel in a short term,thereby ease the phenomenon of urban road jam. However,the long - term implementation of this policy will have a series of impact on social and economic, industrial economy ,residents' lives. Taking tail number limit line policy as an example, this paper analyzes the relationship between transportation policy on traffic improvement and social economy development, and proposed the transportation policy evaluation methods based on matter element method, which provide new ideas for managers to make more effective comprehensive management policy.
