The paper introduces the amendments adopted at FAL40 of IMO for the annex of Convention on Facilitation of International Maritime Traffic （FAL） and indicates the policy and technical problems for IMO in developing the prototype for Single Maritime Window. It also analyzes the problems with China＇ s development of the digital application system for ships＇ port call and proposes suggestions for China in implementing the amendments.
