Building Villages of Farmers' Own

从实践探索和乡村建设的趋势出发,针对乡村存在的问题,明确了乡建的目标服务人群和实践主体,并以河南新县三年来的乡村建设为例,就乡村复兴的原则、如何力口强乡村配套设施建设以及发挥政府引导作用进行了讨论,提出在充分尊重农民意愿的前提下,通过乡村建设,实现把人留在农村,把资源留给农业,把权利还给农民的目标。

In view of the tendency of practical exploration and rural reconstruction, this paper clarifies the service target groups and principal agents of the reconstruction according to the existing rural problems. With the example of rural reconstruction in Xin County of He＇ nan Province over the three years, Jt discusses the principles of rural revival and the way to strengthen the rural infrastructure and give full play to the governmental guidance. It also proposes that under the premise of fully respecting farmers＇ will and through rural reconstruction, farmers be kept in villages, resources left to agriculture, and rights returned to farmers.
