摘要
作为全球的经济大国,美国在国际投资规则制定的各个层面,无论是双边投资协定还是区域贸易安排或自由贸易协定谈判,都引领着国际投资规则的形成,以图重塑国际贸易、国际投资的新格局,这一切都拜美国在该领域的议程设置能力。作为快速发展的国际投资大国和负责任的国际社会成员,我国需要广泛参与国际投资规则的制定,为完善国际投资规则体系和促进公平的国际经济秩序的形成作出自己的贡献。这一切都有赖于我们学会在国际投资规则形成过程中的议程设置能力。我国应继续自主设置国际投资规则的议程,在这方面,美国——我们在今后相当长时间内的博弈对象——的经验,值得我们学习和借鉴。
As a global economic power, at all levels of the developing of international investment rules, United States is in a leadership position, in an attempt to reshape the pattern of international trade and international investment, all these rely on agenda setting capacity in this field of the United States. As the international investment power of rapid development and responsible member of the international community, China need to widely participate in the formulation of international investment rules, to perfect the system of international investment rules and promote to form a fair international economic order to make its own contribution. All of this depends on our ability to set the agenda in the international investment rule formation process. China should continue to set the agenda of international investment rules. In this regard, the experience of the United States, in the future for a long time our game object, is worth learning.
