北极航道开通对我国能源海上运输的影响

Influence of the Opening of the Arctic Waterway on the Sea Transportation of Energy of Our Country

随着全球气候变暖,北极冰川加速融化,北极航道开通逐渐成为可能,而北极航道一旦开通将对我国的能源海上运输产生重要意义。在阐述我国现有传统航线基础上分析了北极航道的重要性,并从运输距离和运输安全性两个方面对比分析了北极航道相比传统航线所具备的优势。结果表明,北极航线相比传统航线运输距离更短,从而付出更少的运输成本;此外,在传统航线的运输安全问题面临政治风险、海盗和恐怖主义的威胁以及航道拥挤和接近饱和的境遇下,我国应尽快制定开发和利用北极航道的战略和政策,为更好的利用北极资源及北极航道做好充足的准备。

With the global warming, the Arctic ice melt, has accelerated, and the opening of the Arctic waterway is becoming possible, and the Arctic waterway, once opened, have an important significance for China＇ s energy maritime transport will. In this paper, the importance of the Arctic route is analyzed on the basis of the existing traditional route, and the advantages of the Arctic route over the traditional route are compared and analyzed terms of in the transport distance and transport safety. In addition, the transport safety issues in the traditional route are facing political risks, piracy and terrorism threat. Therefore, China should work out the strategy and policies of developing and cetilizing the Arctic channel as soon as possible to make good use of the Arctic resources and Arctic route.
