高州水库灌区农业节水补偿实践研究 被引量:4

摘要 在广东高州水库灌区建立农业节水补偿机制,实施续建配套与节水改造工程建设,新增灌溉面积2.85万hm2,改善灌溉面积1.07万hm2,节水用于增加对工业和生活的供水,满足供水需求。工业、城市用水价格中增加农业节水补偿费用0.03元/m3,形成农业节水支持工业、城市发展,工业城市受益反哺农业的良性运行机制。结果表明,该机制使农业用水向效率高、产值高的工业用水和日益增长的生活用水合理转让,提高了用水效率和效益,促进当地经济社会的可持续发展,经济效益和社会效益显著。 In Gaozhou Reservoir Irrigation District, the agricultural water saving compensation mechanism has been established. The water saving renovation project has been constructed, so that irrigation area has been increased by 2. 85×104 hm^2, the average annu- al agricultural water can be saved to increase industrial and domestic water supply. Then take the way of the water price of the indus- trial and domestic improved by 0. 03 yuan/m^3 , as the compensation to the agriculture water saving. The results show that because of the implementation of agricultural water saving compensation mechanism, a reasonable transfer of agricultural water to high-efficiency, high-value industrial water and growing domestic water has been made, water use efficiency and effectiveness has been improved, and sustainable development of local economy and society has been promoted, economic benefits and social benefits are significantly high.
