摘要
徐州市交通运输部门已初步建立了大交通行政管理体制,但仍存在职能分散、交叉管理等问题,需要进一步深化改革。本文在分析徐州市交通运输体制现状和问题的基础上,提出按照深入推进交通大部制改革的方向,理顺交通部门与有关部门的职责分工,统筹整合城乡交通运输规划、建设、管理职责,建立和完善徐州市"一城一交"综合交通管理体制的改革的目标和方案等设想。
Based on the current situation and problems in Xuzhou city transport system and in the direction of the reform of a large sector,this paper puts forward the objectives and programs of transport management system reform,including to rationalize the division of responsibilities and authorities,to co-ordinate the integration of urban and rural transport planning,construction,management responsibilities,and to establish and improve Xuzhou city integrated comprehensive traffic management system.
