中国国际话语评价权探析

Study on the International Discourse Evaluation Right of China

国际话语评价权是指主权国家、组织、媒体针对发生的重大国际事件通过话语评价给以价值区分和价值判断,并且促使这种价值区分和价值判断在国际社会得到较为普遍的认同和接受的权力。当前我国国际话语评价权存在外交核心价值观不够突出,国际议程设置能力有待提高以及国际话语评价机制的失衡等问题,应力图通过在国际话语评价中突出外交核心价值观,提高国际议程设置能力以及完善话语评价机制的途径来不断提高我国的国际话语评价权。

The international discourse evaluation right refers to the right that the sovereign states,organizations and the media can make in the value distinction and value judgment of the important international events through the discourse evaluation,and promote this kind of value distinction and judgment to obtain the more universal identification and acceptance in the international community. At present,there exists some problems about the international discourse evaluation right of China. For example,the diplomatic core value is not prominent,the ability to set up the international agenda needs to be improved,and the international discourse evaluation mechanism is out-of-balance. Thus,by way of highlighting the diplomatic core value in the evaluation of international discourse,improving the ability to set up the international agenda and perfecting the discourse evaluation mechanism,the international discourse evaluation right of China can be enhanced.
