当前我国暴恐犯罪的新特点及其应对——基于系统论的视角

New Features of Violent Terrorism and the Response of our Country: A View of System Theory

随着时间的推移,我国的暴恐犯罪呈现出复杂化、系统化的新特点:暴恐管理的整体协调性明显增强;暴恐袭击技能渐次提升的有序体系初步形成;暴恐组织本身的目的层次及其外在表现形式日趋复杂多样。暴恐犯罪系统化的新特点决定应对的新策略,即以系统化思维建构严密的"防、打暴恐犯罪立体网":让人"不愿暴恐"——根除暴恐犯罪的思想根源;让人"不能暴恐"——扼杀暴恐犯罪于萌芽状态;让人"不敢暴恐"——以铁血手段严惩暴恐犯罪。

The violent terrorism crime in our country has exhibited such new features as complexity and systematization. The integral coordination of violent terrorist management has significantly enhanced. The ordered system of gradually increased skills of terrorist attacks has initially established. The objective levels of violent terrorist organizations and their external manifestation have become increasingly complex. The new feature of systematization of violent terrorism crime calls for new tactics to construct a tight ‘anti-violence and terrorism crime network＇by systematic minds. And the construction of such network can achieve the following goals： firstly,to eradicate the ideological roots of violent terrorism crime thus makes people unwilling to commit such crime; secondly,to eliminate violent terrorism crime in the very beginning thus prevents people from committing such crime; thirdly,to strictly punish violent terrorism crime thus makes people afraid of committing such crime.
