乡村治理视阈下现代乡贤培育和发展探讨

现代乡贤的培育和发展是为挽救我国普遍性的乡土文化侵蚀、乡村精英流失严重等乡村治理危机而提出的,其实质是重塑乡土文化并推动乡村善治。现代乡贤不是传统乡绅的简单复活,而是传统乡绅在现代社会中的新生。但是,现代乡贤参与乡村治理也面临着利益相关度较低、实践活动星散化、制度供给不健全和多元治理难整合的现实障碍,其破解之策是强化实际利益关切、激活现代乡贤培育和发展的动力源泉,实行"乡村再组织"、夯实现代乡贤培育和发展的制度基础,加强引导和规范、优化现代乡贤培育和发展的制度环境,实现总体性治理、推动乡村治理能力现代化。

The cultivation and development of modern rural elite is put forward to prevent our universal erosion of local culture,rural elite and serious loss of rural governance crisis,and its essence is to reshape local culture and promote good governance in the countryside. Modern rural elite is not simple resurrection of a traditional squire,but traditional newborn squire in modern society. But modern rural elite＇s participation in rural governance also faces such difficulties and obstacles as lower degree of interest relevance,scattered practical activities,unsound supply system and difficult integration of pluralistic governance. To solve the problems means to strengthen practical interests,activate the power source of cultivating and developing modern rural elite; to implement ＂country-reorganization＂and reinforce the foundation of modern rural elite nurturing and development of the system; to strengthen guidance and norms,optimize institutional environment of modern rural elite nurturing and development; and to achieve the overall governance,and promote China＇s countryside governance modernization.
