摘要
新媒体改变了舆情生成机制,对社会转型期的政府舆情治理提出了挑战。文章从新媒体的信息传播特点入手,探讨新媒体舆情事件生成及扩散规律,剖析政府应对失当引致的公信力困境。政府公信力与新媒体舆情之间存在关联影响,可以沿着情报信息流的走向构建政府内部舆情信息沟通体系、公共信息沟通体系和舆情事件应急体系,并通过舆情信息整合提高政府情报知晓效率,通过情报监控推送提高预警能力,通过情报传递扩散提高应对能力,从而为新媒体舆情环境下政府公信力的提升提供情报支持路径。
The new media has changed the public opinion mechanism,so challenge of government public opinion management has been provided. In this paper,the generating diffusion rule of new media public opinion events is discussed in the analysis of characteristics of new media. And the credibility of government to deal with misconduct caused difficulties is analyzed. The credibility of the government and the new media public opinion are related,so under the information flow,government interior information system,public information communication system and public emergency response system can be constructed. And public opinion information integration and intelligence monitoring can improve government efficiency and early warning capabilities,and enhance their ability to cope with the diffusion of information transmission. Intelligence support path for the credibility of the government under the new media public opinion environment is provided.
