Clustering Innovation under Uncertain Conditions:Institutional Changes and Resource Allocation

企业集聚有效治理了创新所面临的不确定性,从而提升了集群创新绩效。但当前产业集群却普遍存在创新能力低下的问题。而解决这个悖论需要进一步探讨集群式创新的制度变迁与资源配置战略。集群式创新的制度变迁取决于影响创新的供求关系,包括信息成本、要素价格、技术进步等影响因素,提升集群式创新绩效需要更有利于创新的制度安排出现。而基于基础研究和应用研究的创新分类,提出与之匹配的集群企业集权式和分权式创新资源配置战略。

The agglomeration of innovation enterprises provides effective governance on the uncertainties of innovation , and thereby enhances theperformance of cluster innovation. However, low innovation capacity commonly exists among industrial clusters. To solve this paradox , it requiresfurther explorations on the institutional change and resource allocation strategy of clustering innovation. The institutional change of clusteringinnovation depends on the relationships between supply and demand which influence innovations. The factors include information costs , prices ofthe essential factors, technological advancement and other influential factors. To increase the performance of clustering innovation , systemarrangements which are beneficial for innovations are needed. Meanwhile, according to the classifications of innovations which are on the basis ofbasic research and applied research, the centralized and decentralized allocation strategies of innovation resources among clustering enterprisesshould be proposed.
