摘要
根据国务院42号文对PPP模式的最新定义,简介PPP模式在地方政府平台公司存量项目和新建项目上分别采用PPP的常见类型和操作流程。详细探讨PPP模式在水务项目尤其在污水处理行业进行市场化运作的4种主要模式,即BOT、BOO、TOT、ROT。结合池州模式的PPP污水"厂网一体化"项目进行案例分析。
According to the new definition of the PPP mode from the State Council No. 42 file, a brief introduction on the PPP mode's common types and operation procedures in the application of local government platform companies' existed and new projects. Then, the four main types of PPP mode in water projects are discussed in detail, there are BOT, BOO, TOT & ROT, especially in sewage treatment industry. Combined with Chizhou mode's PPP sewage project of factory & network integration, a case study has been studied in this paper.
