“互联网+资源回收”模式助推中国资源回收革命 被引量:31

“Internet+resource recycling”mode promotes the resource recycling revolution in China

摘要 回收体系建设一直是中国再生资源综合利用产业链中最薄弱的环节。近年来,互联网技术、物联网技术开始被广泛引入再生资源回收领域,"互联网+资源回收"模式正在成为推动中国再生资源回收体系建设的亮点。通过对"互联网+资源回收"模式的流程及特点进行分析,探讨了中国在该模式下资源回收面临的新契机和新挑战。结果显示,"互联网+资源回收"模式有利于促进中国垃圾的分类,推动非正规回收人员的整合,促进低价值废物的回收利用,推动废物回收行业的信息公开和监管,完善生产者责任延伸制度,最终促进中国再生资源回收的规模化增长。目前,中国仍处于"互联网+资源回收"模式的起步和发展阶段,在回收网点、资源种类、回收定价、回收企业准入和监督以及技术等方面需要进一步完善。 The construction of the recycling system is always the weakest segment in the recycling and utilization of renewable resources of China.In recent years,the Internet and Internet of things technologies have been widely applied to resources recycling industry.'Internet+resource recycling'mode is becoming a highlight of resource recycling in China.This study analyzed the opportunities and challenges of resource recycling in China based on the analysis of procedures and characteristics of the mode.Results showed that the'Internet+resource recycling'mode would improve municipal solid waste classification,promote the transformation of informal recycling staff to formal ones,increase the resources with low values recycled,help information open and supervised,extend producer's responsibility,and make the industry of renewable resources recycling developed.However,the mode is still at the start and developing stage.Collection centers,resource categories,pricing mechanism,access standard and supervision program of recycling companies,and supporting technologies should be improved.
