中国对蒙古国海外能源投资风险控制研究

On the Risk Management of China's Overseas Energy Investment in Mongolia

蒙古国是一个能源资源丰富的国家,开展对蒙古能源投资对缓解能源危机,推进我国能源战略布局具有重要意义。面对我国海外能源投资迎来重要发展机遇,具体分析对蒙古能源投资方面现今仍存在诸如国际政治角逐,国内分层限制;法律变动频繁,门槛限制提高;基础设施滞后,实操运转不畅等一系列风险和挑战。为推进对蒙古能源投资,我们可从能源外交、投资策略、风险分担机制等方面入手,为能源投资寻求支持渠道,加快对蒙能源投资进程。

Mongolia is a country with rich energy resources. Conducting energy investment in Mongolia can ease energy crisis and is of great significance to accelerate China ＇s strategic layout of energy. In response to the great opportunity of overseas energy investment in China, this paper specifically analyzes the problems existing in the overseas energy investment in Mongolia, such as, international political competition and restrictions from vari-ous levels of Mongolia, frequently changeable legal systems and higher restriction threshold;less-developed infra-structures and a series of risks and challenges brought about by concrete operations. In order to accelerate China＇s overseas energy investment in Mongolia, we shall seek supporting means for energy investment from the perspective of energy diplomacy, investment strategy and risk-sharing mechanism to accelerate the process of energy invest-ment in Mongolia.
