雾霾天气下限制“两高一剩”行业财政支出政策研究

The Policy Study on Restricting Financial Expenditure towards Industries with High Pollution,High Energy Consumption and Excess Capacity on Condition of Haze in China

雾霾天气给我国经济发展和人民生活带来严重的负面影响,雾霾天气的产生与我国“两高一剩”行业联系紧密,存在着空间和产业上的一致性。通过国内30个省份2008~2014年的数据量化研究,发现财政支出政策对我国“两高一剩”行业的发展有一定的限制作用。因此,为了达到控制工业污染物排放,减少雾霾发生,环境治理的目的,政府应通过转移支付、绿色采购、清洁能源补贴等财政支出手段倒逼企业节能减排。

Haze has caused great negative effects to economic development and people＇ s life in China. Through analyzing the economic reasons of haze, this paper holds that this special weather is closely related to the Chinese industries with high pollution, high energy consumption and excess capacity, and haze is consist- ent with those industries in space. In addition, it finds out that financial expenditure policy can limit the de- velopment of those industries by virtue of quantitative study of thirty Chinese provinces from 2008 to 2014. Therefore, in order to control the industrial pollutant discharge, limit the condition of haze and solve environ- mental problems, the government shall force those industries to save energy and reduce emission by means of financial expenditure policies, such as transfer payment, green procurement, and clean energy subsidies.
